Dr. Moses M. Kusiluka (PhD, M.Sc. LM., B.Sc. LMV, FRV) - Chief Secretary, is the Chairman of the Governing Board of National Defence College - Tanzania. He is well experienced in private and Government corps of services.

Before his current appointment, he held various Senior Government positions, including Permanent Secretary - State House, Acting Permanent -Secretary Ministry of Lands, Housing and Human Settlement Development, Assistant Permanent Secretary Ministry of Lands, Housing and Human Settlements Development and Commissioner for Lands. Previously, he served as a Lecturer and Head of Real Estate Finance and Investment at Ardhi University. He also worked for PricewaterhouseCoopers (PwC) and the British Council.

Having held various senior positions, Dr. Kusiluka has chaired or and has been a member of steering committees of various institutions and programs such as TASAF, NIDA, PCCB, BSAAT and ILMIS. He was also a President of the African Real Estate Association (AfRES). Moreover, he served in various regional and international boards, including the African Real Estate Association (AfRES), the International Real Estate Association (IRES) and IREBS Foundation for African Real Estate Research in Germany.
